The Aetas at the Pinatubo Volcano. Coping with natural hazards in a Philippine marginal society
The eruption of the Pinatubo in 1991 deprived many of those living in its
vicinity of their living space and resources. The Pinatubo Aetas (= Ayta,
Ita, Baluga, Dumagat, Agta), formerly hunters and gatherers, are
agriculturists today, and are part of the autochthonous Negrito population
of the Philippines. Following a demographic introduction, the author
discusses the documentation and interpretation of socio-economic effects of
natural hazards in interdisciplinary research, and Philippine minority
politics relating to such hazards. The following chapters describe the
Aetas before, during, and after the eruption of the volcano. This includes
their optimal environmental adaptation and interaction with neighboring
farmers, the explanation of the eruption by the Aetas, their behavior
during the events and the poverty following the eruption. Seitz then
describes various measures to alleviate their situation: help by the state,
NGO's, their new settlement, Aeta acceptance of such measures, their
economic behavior in the new settings as well as social behavior. A final
chapter discusses the future of this group - the event resulted in
differing behavior: some of the re-settled people tend to go back to their
former settlement areas, others will stay in the new places, some will
retain their cultural traits, others will become part of the general
population (e.g. in the Plains). This means that at least parts of the Aeta
are likely to disappear.
